SB 1278 requires intermittent power generators (solar and wind producers) to shoulder the costs they impose on the state's electrical grid in terms of reliability. Specifically this bill ends an exemption from the regulations already followed by thermal generation facilities requiring them to meet or provide their pledged generation. This bill levels the playing field for electrical energy providers and helps make the Texas electricity market more free.
