Rick Miller is a graduate of the U. S. Naval Academy, Annapolis, Maryland, and a Masters of Science in National Resource Strategy from the Industrial College of the Armed Forces.Miller began his political activity in Fort Bend County, TX includes being a delegate in Senatorial and State Conventions, member of the 2008 and 2010 State Platform Committee, 2010 State Party Nominations Committee Chairman, Alternate Delegate-at-Large to the 2012 National Convention, a Precinct Chair, and Chairman of the Fort Bend County Republican Party from 2007 to 2011.
