Known as the "Sunset Safety Net," HB 1600 is the bill passed every session in order to continue agencies subject to sunset should the Texas Legislature fail to pass legislation renewing them. This legislation eviscerates the entire intent of the sunset process and removes lawmakers' ability to reform state agencies.
